Lt. Gen. Maxwell C. 'Clay' Bailey

Paintsville – After 32 years of distinguished service, Clay Bailey retired from the US Air Force in 2002 as Commander, Air Force Special Operations Command. A rated parachutist, Bailey has operational experience in the C-130 (15 different models), the KC-135, the MH-53 and MH-60. After his retirement, he developed programs to assist the Kentucky law enforcement community with Homeland Security with the Department of Criminal Justice Training. In December 2003, Clay Bailey joined the administration of Kentucky Governor Ernie Fletcher as Transportation Secretary. In March 2005, he resigned that post to become Kentucky’s Director of Emergency Management.
